I generated the image using PSP 2020, you should be able to generate it with other versions, too.
As I cannot make screenshots in other languages, I do without them. I used default values for all filters.

In addition, you need a tube of a person in neon colors.
Item 1
Chose four neon colors as bright as possible. Open a new image 900 x 550 pixels. Fill the layer with black.
Item 2
Layers – New raster layer
Fill the layer with your first neon color.
Open the Narah_Mask_0901 from the material.
On your main image Layers – New mask layer – from image.
Apply the Narah_Mask_0901 mask.
Effects – Edge effects - Enhance
Layers – Merge -Merge group
Effects – Image effects – Seamless tiling with the default values
Item 3
Layers – New raster layer
Fill the layer with your second neon color.
Open the Narah_Mask_0901 from the material.
On your main image Layers – New mask layer – from image.
Apply the Narah_Mask_0901 mask.
Effects – Edge effects - Enhance
Layers – Merge -Merge group
Image – Resize Change the size to 75 %
Effects – Image effects – Seamless tiling with the default values

Layers – New raster layer
Fill the layer with your third neon color.
Open the Narah_Mask_0901 from the material.
On your main image Layers – New mask layer – from image.
Apply the Narah_Mask_0901 mask.
Effects – Edge effects - Enhance
Layers – Merge -Merge group
Image – Resize Change the size to 50 %
Effects – Image effects – Seamless tiling with the default values
Item 5
Layers – New raster layer
Fill the layer with your fourth neon color.
Open the Narah_Mask_0901 from the material.
On your main image Layers – New mask layer – from image.
Apply the Narah_Mask_0901 mask.
Effects – Edge effects - Enhance
Layers – Merge -Merge group
Image – Resize Change the size to 25 %
Effects – Image effects – Seamless tiling with the default values
Item 6
Layers – Merge – Merge visible
Layers - Duplicate
Effects – Transparency – Eliminate Black
Go to Raster 1
Filters Unlimited - & - SpyroZag with the default values
Go to Copy of Raster 1 and repeat the filter
Item 7
Effects – 3D effects – Drop shadow
0 – 0 – 100 – 50 with one of your neon colors
Layers – New raster layer
Fill the layer with a sunburst gradient with 25 repititions, all other values default
Adjust – Blur – Gaussian blur with radius 50

Open the Narah_Mask_0901 mask
On your main image Layers – New mask layer – apply the Narah_Mask_0901 mask
Effects – Edge effects - Enhance
Layers – Merge – Merge group
Effects – 3D effects – Drop shadow
0 – 0 – 100 – 50 with a different neon color than under item 7

Layers - Duplicate
Go to the original
Alien Skin Eye Candy Impact – Backlight withn the default settings
Copy your misted tube of a person
Edit – Paste as new layer

Selections – Select all
Image – Add borders 3 pixels in any color
Selections - Invert
Fill the selection with a linear gradient Angle 45 Repeats 25
Filters Unlimited - Background Designer Kaleidoscope – Kaleideoscope 3
Selections – Select all
Edit - Copy
Image – Add borders 50 pixels in any color
Selections - Invert
Edit – Paste into selection

Filters Unlimited – Filter Factory C – Tile Mix with the default values
AAA Frame Foto Frame with the defailt values
Add your signature and the copyright
Image – Add borders 1 pixel in one of the neon colors
